X-Factor was a group of registered mutants hired by the government to enforce it's Mutant Registration Acts as well as protect the mutant citizens affected by it. It was meant to uphold the law equally for all, and view the human-mutant conflict in objective, practical terms. Unfortunately, the government lumped it in with the public-relations nightmare that was The Mutant Crimes Unit and it was unceremoniously shut down.
