The MRA proposes to make it mandatory for all mutants to register their powers with the government, as many of these are violent and offensive. Many fear the repercussions for any mutant revealed publicly, as there has been anti-mutant? violence. On November 29th, 2009, Phase 1 of the Mutant Registration Act was passed. This entails voluntary registration, the creation of the Mutant Registration Bureau, and the government-funded team X-Factor.

How can I register?
It's quite simple, really. ICly, your character has to show up at the Bureau offices in the Federal Plaza of the Financial District, Manhattan. This can be done off-camera or through RP. OOCly, simply @mail *STAFF, and we recommend that you set a +finger attribute to that effect as well.
Who has access to the Mutant Registry?
Right now, only a few top Bureau officials, including Congress members, the President, and the leadership at X-Factor. All are sworn to secrecy and the documents are both classified and highly secure.
Is it safe for my mutie to register?
That's both subjective and consent-based. If you are registered mutant causes trouble on the grid, you can be rest assured he or she will be found and apprehended fairly quickly. However, the average peace-loving mutie will likely not see this phase of the MRA affecting them out of the blue. Also, registering does bring law-abiding mutants under the protection of X-Factor, be that as it is. Bottom line, this is just a step toward registration, so they're not getting out the pitchforks quite yet. Well, not any more than usual.
What are the various teams' policies on registering?
For the Brotherhood or the X-Men, this is a no brainer. At the opposite end of the spectrum, it is required for membership into X-Factor. As for Xavier's School, because of the secrecy needed to maintain the school's security, students and members of staff are prohibited from registering at this juncture.
