The Mutant Crimes Unit

Summary

In light of recent events (see The Butterfly incident), Congress gave NYPD a grant to fund a new Mutant Crimes Unit, to combat the ever growing "mutant" menace. This included new weapons, body armor, and deployment helicopters. Captain Richard Van Allen headed the MCU. Also, a special area of Riker's maximum security sector was improved with the aim to better detain mutants.

The MCU's major deployments were plagued with collateral damage, wanton property destruction, and crashing helicopters. Also, their high-tech weaponry proved mostly ineffective against their mutant adversaries, who usually struck from hiding with no regard for the specific mission profiles of the officers. Eventually these high-profile failures cost the city enough money and credibility that the MCU was disbanded.

The Press Conference:

(The following is an excerpt from the live broadcast of the press conference held at City Hall regarding the recent mutant violence. Reporters have crowded a small but highly secure meeting room, cameras flash as the video starts with the introduction of NYPD Commissioner Emerson.)

Emerson: Ahem, thank you all for coming. As I am sure you are all aware of, our fine city of New York was once again rocked by mutant violence this past Friday night. We experienced possibly the highest death toll of one particular event so far, and in light of that Congress has greased their bureaucratic gears in order to help us combat the growing mutant menace. This help has come in the form of a pretty large grant to NYPD solely to fund a program that will deal with the threat of mutant violence. Weapons, body armor, and squad cars will all be upgraded to put our officers more in line with the physical capabilities of some of these dangerous mutants. Additionally, Riker's Island has received a grant in order to build a new, highly durable section of their maximum security facility which will allow us to detain mutants more effectively. Finally, I'll now introduce Captain Richard Van Allen, head of the brand new Mutant Crimes Unit.

(Captain Van Allen steps out toward the podium, a tall and muscular man with a severe Marine-style buzzcut and an impeccably pressed uniform. He stares directly at the camera with a firm expression.)

Van Allen: Thank you, Commissioner. I just wanted to let all you dangerous mutants out there that your time of victimizing New York's citizens and trampling over our law enforcement has come to an end. We now have the means to find you, apprehend you, and bring you to justice. New York City is no longer your welcome mat: if you attack, we will defend and you will be defeated. That's all . . . no questions, please.


MCU Disbanded

The most recent example of mutant violence, which occurred last week in Central Park, has sent shock waves through the city. The final number of those dead or injured in the attack by Sauron has reached 27, including Councilman Alfred Hayward, who still remains under close hospital supervision. The question that has been on everyone's mind since then is "What should be done about this horrendous event?" After much deliberation, some paramount decisions have been made.

Perhaps one of the hardest blows dealt due to this event has been to the Mutant Crimes Unit. After a debate that lasted several days, the decision to disband the group that has been part of the NYPD for months now was reached. When asked to comment on this, it was stated that the MCU has been costing the city far too much money not only in manpower and supplies, but in cleanup duty. With reckless abandon for their surroundings, Captain Richard Van Allen and his team has damaged enough property in their attempted arrests of mutant criminals to cost the city millions of dollars. As a result, and effective immediately, the MCU is no more...
